I have been hearing rumors that the prediction, and constellation system is going to be re-written, but in the meantime, here's all the info I have.

The Process

First step is to find which Constellation or moon you want to observe. it is best to do this with the clear vision spell cast on you. The constellation/moon that you choose to observe will help determine what skills the prediction will be for. See my chart below to find out what is what. It is very difficult if not impossible to observe anything when it is cloudy out, but I've heard that Piercing gaze will help a lot. you must keep trying to observe until you recieve the message that you were able to make your observation.

Next, after you have successfully observed your constellation or moon, you can try to predict the weather, or predict the future of yourself, or a friend. Type Predict usage to see your options

The first line tells you the skill group your prediction is going to affect sometimes it can be hard to tell.
The second line tells you how powerful your prediction is going to be, the hotter the description the more powerful its going to be. The colder the description the weaker it will be.
The third line tells you how long its going to last.
The fourth line tells you whether its good or bad. A shiver runs through your spine is a penalty, a feeling of warmth pervading your soul is a bonus.

Sometimes there is a fifth line, if you get this, it will tell you the particular skill you are affecting Now, you are going to have to use a little common sense here to figure some of this out, they don't flat out tell you anything, you just have to give it your best shot to interpret the messaging.
